Judge Mark Howard Epstein, son of California Court of Appeal Presiding Justice Norman L. Epstein, received his B.A. in political science from the University of California, Los Angeles in 1981, graduated from the Coro Fellows Program in 1982, and received his J.D. Order of the Coif from University of California, Berkeley School of Law in 1985. During law school, he served as a note and comment editor on the California Law Review. After passing the bar in 1985, he clerked for Judge Stanley A. Weigel at the U.S. District Court, Northern District of California from 1985-1986, Justice Edward Panelli at the California Supreme Court from 1986-1987, and Justice William J. Brennan, Jr. at the U.S. Supreme Court from 1987-1988. After his last clerkship ended, he joined the firm of Munger, Tolles, and Olson LLP (becoming partner in 1993) where he focused his practice on complex litigation practice including trials and appeals, representing such clients as JC Penny, Michael Ovitz, and the Hard Rock Hotel and Casino. From 1991 to 2013, he served as pro bono general counsel to Coro Southern California. He was also special counsel to the Los Angeles Police Commission and deputy general counsel to the Independent Commission on the Los Angeles Police Department. He has served on the board of directors for Public Counsel, the Los Angeles Education Partnership, the Friends of the Los Angeles County Law Library, and Pacific Palisades Charter High School. He was an adjunct professor at Loyola Law School teaching appellate practice. He was appointed to the bench by Governor Edmund G. Brown, Jr. in 2016 and is a democrat.
