Judge David Justin Cowan received his B.A. from Columbia University and his J.D. from the University of California, Hastings College of Law. After passing the California bar in 1988, he worked as an associate at Rogers and Wells until 1992, then at Leland Parachini Flinn Steinberg Matzger and Melnick from 1992-1994. He then started his own practice focusing on real estate and business litigation, during part of which time he served as of counsel to Hong and Chang, until he became a court commissioner in 2005. In 2014, Governor Jerry Brown appointed him to the bench. He has taught child custody issues in family probate court and wills and trusts as an adjunct professor at Loyola Law School. He is a democrat.
