Judge H. Chester Horn, Jr. received his bachelor’s degree in philosophy from UC Santa Barbara in 1969 and his J.D. from UCLA School of Law in 1972. After passing the California bar in 1972, he worked at the Attorney General’s Office until 1981, practicing antitrust law. At that point, he entered private practice to do general business litigation, but returned to the Attorney General’s Office in 1986. In 1988, he moved into the Charitable Trusts Section of the office, where he remained until he was appointed to the bench by Governor Gray Davis in 2002.
