Judge Ruth Ann Kwan received her B.A. from the University of Southern California in 1978 and her J.D. from University of California, Hastings College of Law in 1981. After passing the California bar in 1981, she became a prosecutor in the Los Angeles City Attorney’s Office, during which time she supervised the Consumer Protection Section and Dispute Resolution Program. In 1995, she was appointed to the East Los Angeles Municipal Court and then appointed to the Los Angeles Superior Court in 1998 by Governor Pete Wilson.
