The petition is filed by Melanie Mackey-Ceasar who claims to be the guardian and great-grandmother of Petitioner. However, Petitioner has failed to file any documents proving that Melanie Mackey-Ceasar is Petitioner’s guardian and therefore has the right to file the instant petition. Further Petitioner has failed to provide any evidence showing service on either parent.  Nor has Petitioner filed any declaration explaining why such service cannot be completed.  The petition was previously continued on June 26, 2023 on this precise ground, and Petitioner failed to rectify these issues.  Accordingly, the Petition is DENIED WITHOUT PREJUDICE.
