The petition is denied on the grounds that: (1) no proof of publication has been filed; (2) no birth certificate has been properly filed by Petitioner.  As such the Court is unable to confirm the age of Petitioner or identify the parents for service; and (3) Petitioner has failed to file proof of service on the parent, or declaration as to why such service could not be made. 

Petitioner may file a new petition in the future and file proof of publication, a birth certificate, and

proof of service on the other parent or a declaration as to why such service could not be made.
