Petitioner Peachtree Settlement Funding, LLC's Petition for Approval for Transfer of Payment Rights Belonging to Sarah Powell is denied.

As an initial matter, Petitioner failed to submit an amended petition evidencing the new purchase agreement between the parties. Amended exhibits are not the procedurally appropriate method to making a substantive change to the terms of the petition. Furthermore, the Court finds that the transfer is not fair, reasonable and in the best interest of Payee. Specifically, the purchase price is barely half the discounted value of the settlement annuity payments, and the 15.03% interest rate equivalency is excessively high.
