The Court's tentative decision is that Plaintiff had demonstrated good cause to discover information in the personnel records of Officers Delgado and Smith bearing on complaints against those officers alleging excessive force and the fabrication  of evidence.  In the first instance, that information will be limited to the name, address and phone number of the person(s) making such complaints; the complaint number; the issues raised in the complaint; and the disposition of the complaint.   The Court will set a future date to conduct an in camera review of potentially relevant records with the custodian of records for the City of Manhattan Beach present.
